I concur with you, my friend SSG(P) (Join to see) it is ludicrous that the age of military recruitment would be reduced to age 16 when most teenagers would be in 10th or 11th grade.
I certainly to not concur with the author of the article you linked to Shane McCarthy or Vice Adm. Robert Burke, chief of naval personnel.
