Erdoğan himself has made statements idolizing the Ottoman Empire.
“The president said that modern Turkey is a ‘continuation’ of the Ottoman Empire – a direct contradiction of [the first President of Turkey] Ataturk’s ideology, which cast the Imperial era as backwards, stale and to be discarded and forgotten rather than celebrated," reported the Times of London.
As Infowars reported in 2015, Saudi Arabia has 100,000 air conditioned tents near the city of Mina, which are only used for five days of the year by Hajj pilgrims - yet the country refuses to take in a significant number of Muslim migrants.

There you go. Just reclassify the refugees as pilgrims. Once they get into the tents the Saudis can't get them out any more than the Europeans can

I suspect that the Saudis and Qataris don't consider the Refugees from Syria as ethnically and culturally similar to their own population. And there is significant concern about the ability to absorb and assimilate large numbers of immigrants. No country or community can assimilate a mass influx of refugees "X%" and remain culturally and socially unchanged. Since cultural and social change typical comes with a lot of "heat," most don't want it. The trick is determining what "X" is. I guess the Saudis and Qatari's decided "X" = zero.
