Experience is the best instrument of learning. One of my assignments was OIC Message Center, WashDC. Our facility had civilians, military, mixed genders and races. As frosting on the cake, we were sent the incorrigibles. Best assignment ever.

There are multiple issues at Fort Hood. Along with NCO shortage, CID (e.g. inexperience, manning, workload), SHARP (e.g. ineffectiveness, poor career support of assigned personnel, etc.) and low level leadership failures (e.g. obliviously declaring AWOL instead of focusing on signs of foul play, etc.) also contributed
