WikiLeaks Reveals 'Marble' Source Code that CIA Used to Frame Russia and China

If we can frame someone...why is China not using the "Election Hack" to frame Russia? Attribution in hacking is hard. I have never understood the people so sure that is it Russia. All nation states can make it appear as some other country. Why would any country let it come back to them.. Why would Russia allow it to point at them? IF Russia, why did they not point to Ukraine or China?
