Not sure, it will I believe force a restructuring of their enterprise. What form that takes is anyone's guess.

We need to just legalize marijuana in America and be done with it. That would have more of an effect on the cartels than legalizing in Mexico. The cartels' services will still be needed to import it across the US-Mexican border if it is still illegal. They are also still going to be dealing in Fentanyl, meth, and other manufactured drugs, and their marijuana operations would likely just be refocused toward those other illicit substances.

I really don't see anything changing without legalizing everything. I'm not advocating for or against that policy; there is a pretty clear argument on both sides of the issue. As long as there are supreme margins to be made people will continue to risk their lives working for these criminal organizations.
