I tell every veteran I work with the importance of targeting their resume to each position they apply for. In today's environment, if the resume isn't targeted, very possibly a person may never see it. Reading the job announcement carefully, and making sure the keywords from the announcement, if you have those skills, are in your resume.

To add, I learned about resumes and they are significant. Even to go hand and hand with apps. Having a general is important for me it helps align dates. Ok, when you want to target bullets. Think of experience. Say you lead a Tanker crew. Not gonna help at Staples. Instead infer the qualities: exp leading a team responsible sops standards accountabilty to above below. Spinning experience from any job may help and hold semi truths for speaking during interview

I agree, I recommend that everyone have a master resume, so that can keep track of just those things

Even if it is targeted, it seems if you don't already know someone in the company you are applying to, your resume still has a good chance of never being read.

That is a distinct possibility, that is why networking is so important. People are definitely more comfortable in hiring someone that they know. The resume is just part of the job search. Another way to give it a better chance is to use the hiring manager's, HR head, etc. name on the cover letter, instead of the position, and NEVER use "To Whom It May Concern".
