It is very rarely done. In my opinion, it should only be done if fraud occurred to get the award or badge. Otherwise, leave it alone and let the merit of the moment that earned them.

WO1 (Join to see) Good topic to bring back to life, however I think it is a sad topic. If I was a commander and a drunk Soldier of mine saved another Soldier from a burning car crash then got caught for drinking while driving when the cops showed up. I would give him recognition for the act of saving another life, then punishment for DWI. Not punish him for drinking and driving and ignore the good.

Leadership is too quick to break out the pen and paper anymore, whatever happened to handling things "in house" and taking care of our own. Where would the leadership be if their leadership hadn't handles a few things "in-house"? What is sad is how quickly people forget where they came from when they get a bit of rank on their chest.

There is faulty ground with this. Taking away what is earned should involve considerable due process. People deserve due process. Even if they are dirt bags. We would want it for ourselves.
