I’m not sure how this would work or if it’s even a thing but is it possible to re-enlist to recruit, could I possibly re-enlist to get a recruiter assignment and how possible is it to pick your state?

I would not re up for a recruiter position because you will be stuck there for the entire period. You can request a assignment as a recruiter. Don't expect to get the state you want.
