Permissive Joint Domicile Assignments?

Me and my now husband got married before shipping off for basic training. My MOS is a 92A (Automated Logistical Specialist) and his MOS is a 17E (Electronic Warfare Specialist). We knew
that while either in basic or AIT we had to apply for MACP so we could increase the chances of us getting stationed together through joint domicile. While in AIT I spoke to my DS about applying and I was told to give him a copy of my marriage certificate along with my husband's ERB. I followed suit and eventually I noticed on my ERB in the Mil Spouse SSN/MPC area the last four of his social were now there. I was confused by this because my husband has said he does not see my last four in the same area on his ERB. He too spoke to his DS while in AIT about applying and filled out a DA Form 4187 along with providing the needed documents. Still, he has not seen my the last four of my social listed in the Mil Spouse SSN/MPC area. When I PCS to my now current unit after graduating AIT, It was then I filled out a DA Form 4187 and provided the required documentation. Some time after we noticed on both of our ERBs that under SECTION X it now stated MARRIED TO SERVICE MEMBER. However, he still has not seen my last four on his yet. Does anyone know what this might possibly mean? Are we not completely enrolled in the program? I am currently stationed in Ft Sill, OK. My husband was told by a SGT instructer in his AIT that he may not be able to PCS to my base because his MOS is not offered here and that he would have to go somewhere else. He has received projections to Ft Hood, TX and more likely than not he will be going there. I was unsettled by this at first, but I made peace with it knowing that he will only be 4 hours away and we will be able to see each other on the weekends. This does leave me with another question. I read on the HRC website that you can submit a request for permissive joint domicile assignment after serving 6 months at you're current duty station for movement after completion of the 12–month TOS requirement. Does anyone know what my chances would be if I did this? I have been at my unit for 4 months. My MOS is an 92A and we're normally available anywhere.

It sounds like you guys waited too long to enroll in MACP. Once you were placed on assignment to Sill it was too late. Your husbands instructor is correct about there being no 17E spots in Sill. I wouldn't worry about whether or not he can see your last four of your SSN. Once you are enrolled, you are both enrolled together.
You can apply for the permissive assignment and there are almost certainly SL1 positions for a 92A at Hood. However it's a permissive assignment and it's completely on your own dime. You get absolutely no travel entitlements that come with a PCS. No DLA, travel days, etc. You will pay for all costs, not fill out a travel voucher, and use personal leave for your travel days.
You can apply for the permissive assignment and there are almost certainly SL1 positions for a 92A at Hood. However it's a permissive assignment and it's completely on your own dime. You get absolutely no travel entitlements that come with a PCS. No DLA, travel days, etc. You will pay for all costs, not fill out a travel voucher, and use personal leave for your travel days.

The issues with your predicament is that you submitted your documentation after you were cut orders. It’s hard to alter orders once they are in stone. The biggest issue you have is that being married doesn’t change the fact certain MOS’s have certain locations they gravitate towards. No amount of paperwork will change that unless one of you takes a billet outside of your Primary MOS and the chances of getting that type of assignment straight out of entry level training is slim and none.
