Do you consider the following to be stopping career progression? If a Soldier has enough TIS and TIG to be promoted, is not flagged, and meets all requirements for promotion, but PSG won't allow Soldier to put in promotion packet. Is this allowed? Does the Soldier have to be counseled since they're at primary zone, but aren't being allowed to input packet? If this is considered stopping career progression, what should the Soldier do? Do they have to be counseled, yes. If a Soldier is not ready for promotion, the unit is not obligated to send them anyway, but they DO have a responsibility to counsel and mentor to address the reasons why the SM is not ready.

I would want to ask why the Platoon Sergeant feels that a packet shouldn't be submitted.

PSG said it's because Soldier doesn't have an NCOER even though according to the promotion packet composition worksheet, NCOERs are not required. If Soldier has them, they include the last 5 (if they have them). If not, a memorandum is written stating why the Soldier doesn't have NCOER.

SSG(P) (Join to see) - Yea....I can see why the PSG is thinking the way they are....but they are wrong. Letter of Input/MFR is all that is needed in lieu of missing/not applicable NCOERs. SFC Michael Hasbun is definitely on point with his comments in regards to a possible IG eye poke. Before that happens though, I would run this up the flag pole and utilize the open door policy of 1SG

MSG (Join to see) - This is him he is referring to. He posted this question a couple months ago and he blocked me for my answer lol. He just got promoted to SGT and wants to get promoted to SSG already.

would depend on why the SM doesn't have an NCOER. I cross leveled when I was an E5 and the school was so long that I met TIG/TIS requirements for E6 before I ever got an NCOER.

Soldier has been in for over 10 years, but has only been a SGT for 7 months.

SSG(P) (Join to see) - and there's the kicker. PSG has a burr under his saddle because he doesn't want to promote a guy to SSG that has only been a SGT for 7 months.
