Great article. If a nation-state creates and/or uses these tools we have an incident that would be handled by nation states. If however a civilian firm creates and uses these tools, what is their liability? The article talks about the company NSO's tool that was used in an attempt to hack Mr. Mansoor's IPhone. Could NSO be liable in court for this? Since the country (Israel) approved the sale of the tool to USE, are they liable as well?
Cyber is no doubt the big thing today, the potential and possibilities are beyond the comprehension of most people not involved in the field, so how do we enact legislation on something that no one really understands.
