I'm currently a 25Q at the end of my contract and looking to reclass. I know there is a comms brigade in Ft Sam, but I've also heard it's hard to get stationed there. Should I use my reclass and request Ft. Sam as a commo, or reclass to 35L like I planned and hope a call to branch will land me there?

There is no guarantee you'll be accepted into MOS 35L. You have to apply, interview, and be accepted.

There's not a lot of spots for 25Q in a signal brigade. What you can do is ask for Fort Sam and if it comes back unsupported then you can work on applying to 35L. It will only take a couple of days to get an answer about Fort Sam

It’s gonna be a lot harder to get slotted at the MI Bn at Sam Houston as a 35L.

I always tell soldiers try to go where you want, but have a back up if it’s not available

SSG (Join to see) - reclassing to 68 series only gets him to Sam for AIT, no guarantee and probably not likely to become permanent party. (If that term is no longer used, I apologize)
