Would you recommend some experienced Navy recruiters who are familiar with Civil Engineer Collegiate Program in Texas?

This is PFC Kwon in USAR and I am thinking of applying for Navy CEC program. It is more complicating since I am already in Army branch and might need to do conditional release first. So I need any Navy recruiters who already have some experience and are familiar with CECP program.
I live in College Station, but I can drive to any major cities in Texas (DFW/AUS/HOU).

You are right, it is complicated since you are under contract with the Army Reserve. Here are a couple of things you need to find out for yourself:
1. Will you qualify for this Navy program as a prior service applicant? (many enlistment programs are not available to prior service applicants, regardless of service applying for)
2. Have you received any bonus money/college money from your Army Reserve enlistment? If so, and if your released is approved, you will have to pay it back because you did not fulfil your contract.
3. This is the big one- The approval authority for a conditional release from the USAR is not your unit commander. The chain of command has to endorse it (recommend approval), but the approval authority is Chief of Staff, USARC. Your chain of command cannot approve, but they can disapprove. Even getting a DD368 Conditional Release pushed through and approved to go Regular Army is difficult, unless you have an extreme hardship that merits Active duty versus Reserve. The Army Reserve is not going to just let people out of their contract because they think the grass is greener somewhere else. They expect you to be a Soldier and honor your contract and get a return on the investment made to train you in your MOS and fill a vacancy in a unit. Not saying its impossible, but it is not realistic either. Good Luck, and I encourage you to make the most of your Army Reserve enlistment.

2. I am a pre BCT/AIT future soldier. I am going to ship in 1 month, and did not get any bonus or TA from my reserve unit.
3. If the conditional release is hard to get, can I, as a pre BCT/AIT future soldier, just get out the Army as Entry Level Separation, and apply for CECP program? Do you think that is misconduct?
Please don't get me wrong, Sir. I really want to serve this country and I think it would be better to serve as an active duty with using the college degree that I achieved. I am really passionate and have a strong vision for this path as a Navy CEC Officer. I know that my passion, at most times, can't solve the problems. But I would like to try as best as I can.

Since you have not completed IET, its a different path to discharge. Talk to your Army Reserve recruiter.

I was prior service and in the Air National Guard when I went CEC by getting a conditional release. The best thing to do is to talk to a CEC accessions officer.
