I enlisted as an E1 and made E4 in 14 months. I was volentold to drive for a three star. He asked why I was still an E2 with 13 months in the Army. After finding out I was a good soldier, he pinned my E3 on the next morning after ripping my entire chain of command (two star and down) for failing to care for good soldiers. I was promoted to E4 the first of the next month and had orders for Korea three months later.

These are the requirements for advancement from PFC to SPC:
Promotion to SPC is 24 months TIS and 6 months TIG.
Promotions to SPC may be waived at 18 months TIS and 3 months TIG.

That's it. So no you cannot be advanced to SPC before the waiver time of 18 TIS/3 TIG. Once you're at 18/3, the commander can authorize it with a waiver. Each commander gets so many waivers each month though.

If you're at 24 months TIS, 6 months TIG you'll get SPC.

I made E-4 at 16 months. I got promoted because of the position I was in. I was supposed to be an E-6 but I was a PFC.

There's not even a waiver for 16 months. How were you "supposed to be an E6" but you were a PFC? That makes no sense. I really doubt you got promoted at 16 months TIS and if you did someone did some paperwork fudging to do it.

I came in as a SPC. The waiver for SGT is 18 months TIS - they wanted me to go to the board then. I said no I would wait until I hit at least two years. I didn't think just because I had a degree and came in as a SPC I should go to the board that soon. I still had to have a waiver for that primary zone is 36 months.

can a person have their promotion taken away if the commander sign a waiver and then say afterwards they made a mistake ... but the soldier erb states he is a SPC ...Can it then be taken away...?

The regs also says there is automatic promotion from SPC to SGT without board appearance once you complete the SFQC.
