Nope. SGLI is entirely voluntary. Prior to my second deployment, we had a guy choose to not participate. He was strongly urged, but apparently he didn't like any of his relatives, so why give them money? Nothing anyone could do about it.

It might not have been spite. It was his choice and he made it. It's not for anyone else to question why he did or did not.
