Where can I find space to work on a POV as single soldier?

I am stationed at Fort Bliss as a single soldier so I live in the barracks & obviously don’t have a garage to work on my own car. But say I wanted to replace my own breaks and do an oil change or even do a modification, where do you guys do it at? are there places that rent tools & lift & garage spaces? any help would be appreciated.

If you come in from the Cassidy gate, turn right on Marshall (going away from the PX).
