Interesting article - goes into some depth as to the problems being run into in PR in the disaster recovery.... Alot of lessons learned in this that are occurring - critical ones that the USACE is running into. Understanding those issues is one thing - planning to react next time is a totally different item. There will always be "best ways" discussions on how to handle HA/DR actions and who should C2 it. Without a real voice - that C2 likely will not be going to the folks who are best trained to manage it...

Others here on Rally Point had discussed non-functional corruption in Puerto Rico. Puerto Rico also had a surcharge their electric bill for years to rebuild infrastructure. It is a sad situation for the Puerto Ricans because they are American citizens. Puerto Rico has been dealing with a sheist hole electrical grid for a long time. It's too late to assess blame but we sure should stop the corruption now.
