All veterans may be able to shop in commissaries and exchanges in the future, if Defense Department officials are successful in pushing their proposal.
Officials have asked Congress to allow veterans who haven’t already earned the shopping benefit as retirees, as well as civilian employees, to be able to shop in the stores, said Stephanie Barna, special assistant to the undersecretary of defense for personnel and readiness.
The proposal would include an additional user fee of between 1 percent and 5 percent for those non-core groups to be able to shop in the commissary, she said. “But we think they’d still be getting an incredible deal. It also helps, even if only slightly, to distinguish them from our core group,” she said, speaking Thursday at a forum on Capitol Hill of the American Logistics Association.

I've recently found out that they have approved for all civilian employees of Defense Commissary Agency to shop in the commissary nationwide,this is where my opinion changed for all veterans with honorable type discharges to shop on post at the commissary and px.The commissary is in need of help for sales,they should be allowing those to shop,i feel this is slap in the face to those who earned this right,i feel that this is one more way of big government trying to privatize the military.

The thing I've noticed over the years of being in and being retired. The commissary does save us money when compared to off base grocery stores! The Exchange, that's a whole other ball game! What use to be a store that you could also save money at, it has changed for the worse in my eyes. What I see it top dollar merchandise! Top of the line computers, appliances, furniture! When I was in, everything in the Exchange was good quality, but not the top tier items, with the top tier price! I see more and more junior enlisted and Nco's getting into trouble because of purchase at the exchange and they can't pay their Star Cards. So I'm kinda on the wire about the topic. I'm a retiree and rarely shop the Exchange. Commissary, all the time.

A slap in the face is right, I visited a base in South Florida with my brother in law who is 100% disabled and retired, I tried buying a 4 pack of a beer which is hard to get and was admonished by the clerk (this is after Veterans had been approved for online purchases at the Exchange).
Had my Veterans ID card dropped in front of my face and told, "this is not good here", officers and enlisted looked on disbelief and I felt humiliated by a creep who has never served and most likely will not have the privilege of doing so, as an MP I felt compelled not to pull the creep from behind the counter, the desire was there though.

I would support advocate that honorable and general discharged veterans should be able to use the commissary on the condition they have valid veterans ID with picture SFC Joe S. Davis Jr., MSM, DSL.
I selected May-be.
The commissary is funded by Congress with subsidies and operating expenses are defrayed by patron purchases.
I am not in support of the user fee in general.
I understand the user fee would be used to defray operating costs. I would hope the user fee would be temporary until the expanded user base be purchase sufficient percentage of stocked items.
If applied I think ii should be means-tested and only apply to middle class or higher earning individuals .

LTC Stephen F. I know there is history behind the commissary and exchange priviledge after active duty. I am just knowing of a proposed change. So I would say if the change honors the spirit of what the privilege was intended and does not diminish that for those who rose to the challenge to meet the criteria, then good.

I voted Maybe. Biggest issue I have is differentiating between those who retired after serving 20+ years and those who are Vererans because they served but never retired. Right now ability to use Commissary's is a big differentiation between the two groups. While I support vets ability to patronize BX/PX facilities, Commissaries are a whole different level in my mind. At some point there has to be a differentiation between being retired and being a vet. There may be some level of use between the groups that could be established, but frankly I don't see the DECA coming up with that any time soon.

MSG Stan Hutchison and Lt Col John (Jack) Christensen - Absolutely! This thing where everyone gets a trophy , whether you played or sat on the bench has gone too far. Or everyone gets an A for just trying, no body fails. When all the incentives to stay for a career are the same as those that did not, who will want to make the military a career?

I only served 10 years and received disability retirement for a Helo mishap which is considered FULL retirement by by DOD and DFAS under high 3 at 30%. What would you say to a guy like me?
