it depends on what role the NCO has, and who signed the NCO's appointment orders to that role.
I.E a NCO who has been to the Master Fitness Course can counsel an overweight Commissioned officer if the NCO has appointment orders from the commander giving him authority over the unit's ABCP. I say this because i have counseled more than 1 Officer about their progress in the ABCP.

The question really is can any NCO give any Officer a counseling statement. The answer is NO. They have zero authority given to them to counsel any Officer. Any NCO that presume he/she can give a counseling statement to an Officer should be escorted to the CSM for some NCO counseling.
BTW I don't care about the context of the situation. If the Officer is that 8-up then the NCO should bring it to the Commander or Sr. NCO (CSM or 1SG) so the Commander, as a Officer, can take care of the issue. Keep in mind the Commander is under no obligation to get back to the NCO on how the issue was resolved.

SFC (Join to see) - Everyone needs to know there place. Like an NCO I advise officers and commanders. Once I provide the best advise the make a decision. Where I like it or not is irrelevant unless it is illegal, immoral, or unethical.

Not a negative counseling, but in some units you may see an E-7 assigned as the Security Manager, in that situation you (E-7) may be called upon to provide a written counseling when someone is briefed into the unit. But NO...not a negative performance type counseling. That's just dumb....

SFC Robert Lee - Yep. Because justice and unit discipline directly affects morale. This is the reason the command posts Article 15 results out in the company area for all to see. If you have a toxic leader or otherwise jacked-up leader in your organization, at the minimum, the person making the initial report should be given some kind of closure even if it's as little as, "We handled it."
