Ya think? I am amazed (not really) to see this is still a problem. The White House is a secure facility and personal cell should not only be banned from use, but also banned from entering the facility. Despite the article's quote from the Aides who are against this ban, you CAN use government phones/computers to call family or friends on an as needed basis (i.e. you can't just use it to chat). I think the underlying issue here is those conversations are subject to the consent to monitoring statement they agree to.
I've had these battles at a COCOM back in the day where O-6+ level individuals continued to insist they needed the devices to stay in contact with their families. Ultimately I won when we moved into our new building and were able to provide the proper facilities to store and detect devices upon entry.

This seems like the old problem of people high up the food chain don't think the rules apply to them.

It's getting better with the younger generations who have a better grasp of the technologies involved. Culture change doesn't happen overnight. The key is, you have to be willing to take on the fight, you have to do the research, and you have to have your facts straight.
