Do you think we should use the Army, Army National Guard and Army Reserve Engineers to build the wall with Mexico if Congress says no?

Congress may not fund President Trump's desire to enhance or build the wall with Mexico. I suggest that we have Active Duty, Army Reserve and Army National Guard Engineering Battalions to build the wall. If congress does not fund the materials, take materials out of emergency supply depots. I did not have room but we can also use USMC, USN or USAF construction battalions in the Active as well as the Reserve component help out as well. Use them for their 2 weeks of active duty each year or request service members to go title 32 active duty special work to help with this project.

Didn't the Army Corps of Engineers play a key role in building the Panama Canal? What have they been doing lately? Why not put them to work building the wall?

The US Army Corps of Engineers (USACE) is a mostly civilian organization, it is a separate organization that the Military Corps of Engineers, there are no construction Battalions (only Prime Power 249th Eng Bn) to actually build the wall, USACE is a contracting organization meaning they hire contracts to build things.

Yeah, have the president bypass the branch of government Responsible for government spending and having the "power of the purse" by using the military as his personal plaything to do what he ever wants. What could be wrong with that?

It's not without precedent. From George Washington using the military to build forts along the Ohio, to Obama using the funds of the EPA and DOE to do his personal bidding, Presidents have often used the agencies and existing budgets within the broad executive to advance their agendas. Not defending the practice. Wish it wouldn't happen, but it does.

I am not a fan of by passing the separation of powers, but I do agree with using the military to build it.

Not that it is right by the intents of the Framers, but Congress has mostly abdicated their power to the Executive in favor of partisan bickering. The Congress has refused and continues to refuse to act upon the overreach of the Executive via the 1973 War Powers Act, as no one wants to be politically ensnared with making a potentially "bad" political decision. Thus, someone has to do the job, and since the POTUS is the Commander-in-Chief of the US Military, why wouldn't he use the US Military to enforce national security of our own borders? It's not even an overreach to fulfill the constitutional mandate of seeing to the National Defense.
Heck I would go one step further and have the US Military actively patrol our borders by any and all means possible. You know, that "National Security" thing again.
