Want to collaborate on a proposal for the D3 Innovation Challenge to improve the way DOD measures body composition?

I am working on a proposal for the D3 Innovation Challenge. My proposal involves using technology to measure body composition (versus the BMI-based processes currently used by the Services).
The D3 Innovation Challenge proposal instructions suggest that proposals that involve inter-DOD or InterAgency collaboration will be looked at favorably. Thus, as I'm an Army Officer, ideal collaborators would be non-Army.
Thus, does anyone want to join my proposal? If so, I will share the proposal; it is already written and ready for submission. I, of course, would entertain suggestions and improvements, and your name and info would be included on the proposal.
Proposals are due on 5 October; if you want to collaborate, please respond by 1 October.
