Intercontinental ballistic missiles which the North Koreans are just now capable of producing have been around for 60 years. Given that we spend Billions each year on Missile Defense, what are the odds that none would actually get through our Defenses? Why don't we practice on the missiles he does launch?

If North Korean ICBMs are a real threat... then the hundreds of billions we have spent on missile defense over the past few decades has been a complete waste. There should be a host of options at our disposal. From energy weapons to launching counter missiles capable of destroying them. Given the capabilities of Satellites and current tensions, no one should be able to set off a firecracker in North Korea without it being detected.
