In 2017, the US Congress completed one major legislative action taxes. With a single accomplishment in one year, many will wonder what their hourly-wage is, or what is their piecework rate. Sometimes, factory workers were paid for the number of products completed. Work at home operations often pay for what you accomplish. With the understanding of one accomplishment in 2017, are the taxpayers getting their good value?
Some see the concept of when politicians do not accomplish anything that is good, because they have not messed up anything.
Two Party System
The problem seems to be the two party system, and the equal-ness of the two parties. There is no cause to work together. One side voted no for the whole year. The Republicans could not even get cooperation with their own people, would vote against their party. (This also happened in reverse in past years.)
Both parties have ways to block the other party from success. Maybe there is a need to change this system.
Need For a Third Party
If there were a third party, there would not be a 50% block of the other party. If there was three parties, and that could prevent the 50% ruling block of actions. That could also prevent legislation created without another party input. With a three party system, we would cause collaborative government because no one party could implement law by themselves.
Way Forward
There is no way that the Green Party or Libertarian Party or the Communist Party USA is going to get enough seats in Congress that anyone would negotiate with them. How many people can identify the name of a third political party in USA. Looking up in Wikipedia I found many parties I had never heard of, which does not seem to indicate success for them.
Who has the personality to set up a new third party? Ross Perot was the founder of Electronic Data Systems who became a billionaire. He ran an independent presidential campaign in 1992 and a third party campaign in 1996, establishing the Reform Party in the latter election. He is getting close to 90 years old and has served his country. We need someone younger and as capable person to start a real third party in USA.
Goal:
The goal would be to build a third party in the US Congress composed of Senators and Representatives that would require negotiation to pass laws. This would require more than one party to create legislation and laws. This would truly get us past votes with 49 or 51 percent without collaborating with other parties.
Bang For Buck
Working and getting one accomplishment a year is not impressive for people getting $176,000. Neither is voting no for a full year. It is a great job if you can get it, but they seem to be over paid, and not cooperative or collaborative. For that price, the taxpayers need a better deal. Single party accomplishments should not be praised, they should be seen as non-collaborative. Congress is supposed to be a deliberative institution that all parties work together for the betterment of our country. Maybe my glasses are not good, but I have not seen a Congress working for USA and collaborating on anything across party lines.

There is a simple solution to this problem and it is not a third party. Just stop voting for incumbents unless they actually earn your vote. Pretty simple really.
American citizens are the bosses of congress with the power to hire and fire. Yet we don’t really fire them all that often even when their performance is beyond poor.
So reallly we are all really to blame for congresses lack of effort.
Added bonus: you don’t need term limits if you vote them out more often. It takes care if itself.

But, if this worked, it would have already kicked out some very senior citizens. People spending 30-40 years in Congress....is a bit much. Most of them wear out the docs that are there.

If they got paid for "piece" work....they would be starving. If they got paid an "hourly" wage, they would also be starving. Only because they draw an annual salary, regardless of the amount or quality of work they accomplish, do they flourish. Maybe we need to change their method of compensation.
