SSG (Join to see) NCOER's are optional in the board packet. I would not have an NCOER as a SL by the time my packet is seen at the board. I have an NCOER due December, and that is when the board convenes so it wouldn't make it passed HRC by the required time most likely. However I do have a top block NCOER as a team leader.

SSG (Join to see) competitive is subjective. Depends on the year, depends on the board of officers, and depends on the other applicants. Your file may look bad this year but maybe good next year. You might be competing against 10 SF and rangers or maybe not. As long as you are presenting your best self, i wouldnt worry about it. There is no limit on how many times you apply. Apply every year until you get accepted if you have to

There are currently around 400 people selected a year. It was 200 but I think it was increased two years ago.
You will receive all your current active duty entitlements at the E5 rate but you will be required to fund your own education with your GI Bill. If you haven’t completed three years of service you will not have your full GI bill
