My hair grows really fast and sideways so it’s always touching my ears after a few days. So to keep it maintained within regulation I have to get a haircut every week which adds up quick. I don’t have that much money so I get it every 2 weeks when I get paid. My 1SG harasses me every week saying I look like shit and if I don’t cut it every week he will cut it for me. Is he allowed to do that?

It is his JOB to enforce grooming standards (among many, many other things). Threatening to cut your hair himself is his way of motivating you to get your sh*t straight. Buy a decent set of clippers and fix the problem yourself. Show him that you give a damn and he might be impressed.

I'll accept your premise that you're a Spec 4 and can't afford a haircut every week. Your info on Rally Point doesn't allow me to understand your full Service, family, and financial situation, so I'll offer some ideas based on your contention that you can't afford a weekly haircut.
-Check my hair style. It requires only application of an electric razor every morning. It's always within limits. The initial investment in a good electric might be about $50 at the PX, but it's a one-time expense. The razor should last 5 to 10 years.
-Let the barracks barber or your spouse cut your hair. You could adopt a hair style that would be easy for them to maintain. Barracks barber--I've heard there's always at least one--will expect to be paid.
-DIY trim between regular hair cuts. Get an electric trimmer and use it in the offending areas between haircuts. You'll get good at it after a few tries.

On the question of senior NCOs actually cutting hair, I think it would be unwise on their part. If you don't want the 1SG to cut your hair and he or she does so using force or coercion, then you may have grounds for a case of assault under the UCMJ. It's more likely the 1SG is using a figure of speech to encourage you to keep your hair within limits at all times.

I've got the same hair style as the Lt Colonel, but many of my fellow enlisted who had hair would have the sides shaved for this very purpose. You can always get a pair of the small clippers to just trim up the area around your ears. If your barber does a half decent job all you need to do is follow the lines.

Some people spend a lot of time trying to work their way around the regulation instead of falling in line with it. Like others have said, buy some clippers and trim your own hair. Youtube will give you some great tips and most importantly, that 1SG will get off of your back!
