Need some advice on what I need to do. So, in early 2019, I was demoted from E4 to E1 (drinking incident on orders, beside the point) and I’ve worked my way back up to PFC. Now I’ve been eligible for SPC since July of 2020, I have 4 years TIS and now 1 year TIG as PFC and from July to October I’ve consistently went to leadership about getting promoted back to SPC and it keeps being a dead end. I finally went to my 1SG about it and he showed me the August monthly reports that I was circled Yes for promotion and that I would receive it Sept 1.... never populated on my ERB or anything for that matter. I went to 1SG again and he was saying that they once again circled yes on the Sept monthly reports for promotion on Oct 1. Once again, didn’t populate on my ERB. They’ve sent up 4187s each time and there’s still nothing. I asked 1SG once again today if there has been any updates and he said that HRC is backed up or there isn’t enough slots for E4 in my MOS. Neither of which make sense, because all around me since July, there have been promotions every single month in my company and if there “isn’t enough slots” then how is anyone promoted automatically on their auto dates. I am well well over the automatic promotion dates, I’m yes on the monthly reports and they sent up 4187s yet I’m still not promoted. This has been extremely frustrating for me since July and I have no idea what I can do to fix this problem.

Any help is appreciated and I thank anyone that took the time to read all of this.

Your company commander is the promotion authority. Your S1 must use the promotion 4187s as the source document to manually promote you with the correct date of rank. Then they have to submit that to finance changing your date of rank to the correct date and you will receive back pay.

SPC (Join to see) it’s not really important when it happens. Once it happens your date of rank will be the same, the day you met the TIG requirements for promotion without waiver. If S1 is waiting on HRC because they can’t back date your promotion then all you can do is wait

What do you mean by my date of rank will be the same? Like the day that I originally got E4 or the date that I was eligible? They aren’t waiting for it to back date... in fact my 1SG said there won’t be any backdating... SFC (Join to see)

Backdating DOR usually applies to promotion to E5 & E6 in cases where someone should have been promoted and wasn’t. I actually published (with DA approval) promotion orders for a SSG/E6 and backdated his DOR five years. He had to apply for his backpay and he did receive it in full.SPC (Join to see)

SPC (Join to see) your 1SG is not S1. Look at the promotion regulation yourself and get the information. It’s under chapter 2 Decentralized promotions.

When I was an Enlisted Promotions clerk, promotion to E4 was based upon a mathematical formula. Only a certain number in your unit can be E4’s. If your Unit has maxed out that number, then it doesn’t matter how many 4187’s are sent to S-1, the promotion will not go through. The only exception I ever processed was a ‘meritorious’ promotion granted by the BN CO.
I would suggest guest patience and keeping your record clean, and, hopefully your promotion will eventually go through. Best of luck!

There is probably 10 E-4 in my company of 140... I’m in Korea, a lot more privates come here than E-4s

Check out AR 601-210 regarding the formula. It specifies how many can be promoted to E2, E3, & E4. It is based upon the Alpha roster, which I was always having to have corrected because rank in some BN’s changed after a weekend at the E Club. Sorry I don’t remember the percentage anymore. I might have my Regs confused. Check with S-1 for the correct Reg. I do know E2 thru E4 promotions are based upon a percentage; however, I cannot remember the exact formula as it’s been 33 years. Just don’t get discouraged. Your TOP keeps recommending you; so, it should happen as soon as logistically possible.Sorry I couldn’t give you the exact Reg. NancySPC (Join to see)
