Here are my thoughts:
The VA already had in place a process for veterans who have a OTH discharge to be determined if they are considered Honorable for VA purposes. These are generally those who have service connected disabilities who have a discharge of Other-Than-Honorable or Less-Than-Honorable, but do not qualify as dishonorable in accordance with 38 CFR Section 3.12. There are exceptions, but these are the most common.

Those who are deemed to be honorable for VA purposes can attempt the process of getting a discharge upgrade, but they are already eligible for just about every benefit available through the VA besides GI Bill benefits (requires actual honorable discharge). This means they can receive care at a VA Medical Center and receive a VHIC (Veterans Health Identification Card). If they have a VHIC, they don't need the new ID card.

While it may be a hassle for those who have bad paper discharges to go through the process, it isn't much different than those who are applying for disability compensation with the VA and have honorable discharges.

The processes are in place to either apply for a discharge upgrade or be determined honorable for VA purposes. Those who do not have an honorable discharge or done the work to show it was unjustified should not get a free pass in my opinion.

I have a VA ID card. I haven't used it.

Considering this noted in the article, why would they be issued VA ID cards. That’s putting the cart before the cart. If the decision on their status is reversed, and they are then eligible for VA benefits, give them one at that time.
