I think even in peacetime the number of bad conduct discharges in combat arms units are going to be higher than other mos's. Its the nature of the beast.
The VA I believe sets to high a standard for evidence especially in combat arms units where burying things can be part of business as usual.
For older vets complaining about sexual harassment or assault could have opened up the door to being kicked out for being homosexual or transsexual so they kept quite.
The VA in its infinite wisdom does not recognize that pressure to stay silent and the long term negative effects its had on the mental health of the Vets who served in silence so they could get an honorable discharge.
