"Singapore has been consistently prudent about counter-terrorism, which is evident through the string of preventive arrests under the Internal Security Act and the number of thwarted terror plots. Singapore has not experienced a terrorist attack since the hijacking of a Singapore Airlines flight in 1991 — but the greatest test of its existing measures and policies is yet to come. The volatile regional outlook means local threat levels will remain high. This is especially due to the prospect of returning foreign terrorist fighters as IS experiences losses in Iraq and the Levant and as the siege of Marawi ends in the Philippines. The shrinking of IS’s physical territory has spurred lone-wolf attacks in disparate countries. Such attacks place Singapore on the radar, as the country has frequently been cited in jihadist publications and listed as a member of the ‘crusader coalition’ against which jihadists are fighting."

The reason Singapore is such a safe & secure place to live is largely due to their... cavalier(?) attitude toward some aspects of personal freedom.

You can walk down Orchard Road with a $100 note taped to your forehead and be safe in Singapore...

But sure would not try it on Geylang at night. lol Singapore is very safe for the most part. but perceptions of safe and actual safe changed after IS rose up.

They also employ around 2000 Gurkha's as part of their police force, used as a "special guard force" (see Trump-Kim summit) and as a counter-terrorism force.
However they do it, it's made Singapore extremely safe.
