Nobody calls upon the LORD until after their heart/soul has been circumcised by God. God is the one WHO prompts us since HE first loved us.
Each and every human being deserved eternal punishment in hell since nobody meets God's standards on our own. It is only by God's grace that anybody is blessed by God to be credited with the imputed righteousness of the Christ.

Romans 8:26-30 mentions that God predestined "Likewise the Spirit helps us in our weakness. For we do not know what to pray for as we ought, but the Spirit himself intercedes for us with groanings too deep for words. And he who searches hearts knows what is the mind of the Spirit, because the Spirit intercedes for the saints according to the will of God. And we know that for those who love God all things work together for good, for those who are called according to his purpose. For those whom he foreknew he also predestined to be conformed to the image of his Son, in order that he might be the firstborn among many brothers. And those whom he predestined he also called, and those whom he called he also justified, and those whom he justified he also glorified."

1. God knows and has always known which people will sincerely 'cry out to HIM' PO2 Frederick Dunn. HE is and has and will always be in complete control and has a complete view of all time. I trust God at HIS word and don't presume to think my sense of justice is better than HIS.
2. God has visibility of all time and is in control of creation from the micro level [DNA and smaller] to the macro level.
3. God has always known which human beings will/have accepted HIS call and which ones would always reject HIS call.
a. In that sense, scripture is fulfilled that most human beings actually reject God throughout their lives and HE will not force them into relationship with HIM. Each of those are going to hell for eternity. That includes many who profess Christ but don't personally have a relationship with HIM.
b. I am confirming that God elects some people and does elect others. Those not elected will spend eternity separated from God - in hell.
c. Since we don't know who is elected, we share our faith in action supplemented with words to reach others. I rejected God for almost 31 years until I came to the end of myself in September 1987. I was raised by atheist/agnostic parents in an atheistic extended family. I have shared my faith with each member of my extended family - angering many [repeatedly]. I expect to see some of them in eternity - hopefully many since I have been interceding for them for over 30 years [a few have already died].

It seems you hold closer to the Arminian position my friend PO2 Frederick Dunn. God's love, mercy and justice is perfect and we need to trust HIM at HIS Word.
Many cry out when people die as though God is being unfair. If this life were all there was that would be reasonable.
As we mature in Christ, HE transforms the relationship. I learned long ago that man's logic is limited and God is not subject to anything developed by HIS creation including people. HE changed me from a professional killer [infantry] into a prayer warrior and to specifically pray for my enemies.
a. I have seen HIM raise a dead infant while I was arguing with God [September 1991],
b. HE protected a foolish son who tried to kill himself many times after God promised me in October 2008 that each of my fours sons would be saved. That was an affirmative answer to part of a long-standing prayer.
c. I saw HIM heal my darling with of Lyme disease after doctors, insurers and everybody else had exhausted their capabilities and wisdom. He also healed her scalp and a finger nail which had become infected. God cares about the major and minor aspects of our life.
d. The LORD healed me of Shingles and a prostate infection in the summer of 1988 through an exhausted youth pastor who came to the home, anointed my head with oil and prayed over me. [I had been misdiagnosed by military doctors with pneumonia and pleurisy and treated for those ailments losing 20% of my weight in a few weeks.] Since all healing is temporary on earth, I developed post herpetic neuralgia [last stage of chicken pox- shingles infections]
e. In 2014, God revealed to me brothers and sisters in Christ who would die soon. That surprised me. He has revealed names and situations to intercede for several decades. My father-in-law was the first one to die [May 2014]. Six other people HE told me about died relatively soon afterwards
f. We were evicted and moved in with my mother-in-law in June and have been caring for her ever since - purged us of many early goods - most of our furniture.
g. God is always faithful to fulfill HIS specific word to us. On June 17, 2013, HE told me Be still and See the Salvation of the LORD three times throughout that day. Two days later I was told by my program director that I would be terminated from my position as a senior consultant at the end of June 2013 when the Affordable Care Act was to be implemented. My preexisting conditions limited my ability to travel and climb stairs.'
h. I did not support Donald Trump in 2016 until the LORD prompted me to pray for HIM. I questioned God and HE reiterated and confirmed. I have been praying for each president and first lady since H.W. Bush was President. I started praying for Donald Trump and his wife and investigated him. The more I learned, I began to like him as a candidate. I was not all surprised when he won the 2016 election.
I. HE reminded me that this is the year of Jubilee and I have no doubt HE will fulfill HIS Word to me - more than I can imagine at this point.
