This seems stupid. POTUS can not block people from criticizing him on TW? He does not have the same rights as all in the US? So, does this mean that the 1st Amendment means that I do not have the right to not let you know what I said to my wife? Does this mean that everyone in the US is allowed to know my conversation with the bank when buying a new car? If I ask the Rite Aid clerk for a box of condoms, does this mean that I need to ensure everyone in the US can know my selection? What about those people in some poor country, Can I block them from hearing it? Next, will they say that POTUS can not protect Classified material, and he is required to give it to Chinese Intelligence Officers? How far will this court case go? I went far, but I worry about the stupidity of this court decision and their interpenetration of 1st Amendment. KGB/SRV may sue the USGov for not disclosing our classified material??!!!!

If he uses his Twitter as an official means of communication then no he cannot block anyone from his Twitter.
You are not the President or any elected official using Twitter for official capacity - right? If you were to become one of those things and use your personal Twitter for official use then you are subject to Public Records Act.
If someone is violating Twitter policies block yes. If he's just blocking people who disagree with him on an officially used account, that's a violation.

SSgt GG-15 RET Jim Lint - Yes but there are some leadership who have used personal email for official business. You're not supposed to use personal email for official business but people do things they're not supposed to do quite often.
The point is that if you ever used a personal email or account for official business it opens up the can of worms of that falling under Public Records.

SFC (Join to see) - Military can get hit with UCMJ. See NETCOM and Army Regulations. Not sure how HRC got away with it...

SSgt GG-15 RET Jim Lint - She's not the only one - Colin Powell said he used his personal email sometimes.
I know of cases where Reservists couldn't access webmail and had to use personal email to send back evals and there was something that allowed them to not get in trouble for it.
Either way we aren't talking about military anyway. He's a public official using that Twitter for official business. It's open to Public Records.

SFC (Join to see) - When GEN Powell was Sec State, email was a much newer tool. The laws were not written at that time. If you knew him, you would not believe he would intentionally violate the law.

This is stupid. Blocking someone does not interfere with their freedom of speech. It's legal for the president to block entry into the White House, to block who can call him on his private telephone line, who can enter Air Force I, who can enter his limo, who can come within 10 yards of him, and it is legal to limit all sorts of access to the President.

He can not block what people say about him in a public forum, and his Twitter account is a public forum that provides official statements of the President.
