Russia tried to deal with these backward people for ten years. Immediately after giving up, roads, facilities and schools were destroyed. My personal opinion is, and has been, learn from the Russians, leave them with the governance the wish for. AND, monitor with satellites for military activity which we can eliminate with stand-off weapons.
