Yes, my first ever NCOER for a Soldier who was reduced to SPC after failing a Probable Cause UA. I need some assistance on this matter.

Is this a Change of Rater or a Relief for Cause NCOER?

and

Besides the Character comments, where else can I speak of his lack of discipline and not meeting standards in this NCOER?

SSG(P) (Join to see), I had to pull up the regs for specific wording. Here it is:

From AR 623-3, dated 14 June 2019

3–41. “Change of Rater” report
a. A code 03, “Change of Rater” OER, is mandatory when the rated officer ceases to serve under the immediate supervision of the rater and minimum rating qualifications have been met.
b. A code 03, “Change of Rater” NCOER, is mandatory when—
(1) The rated NCO ceases to serve under the immediate supervision of the rater and minimum rating qualifications have been met.
(2) A rated NCO is reduced to the rank of specialist or below, if minimum rating qualifications have been met. Part I, block c, will contain the reduced rank and part I, block d, will reflect the effective date of the reduction. Reduction to another NCO grade does not require an NCOER (see DA Pam 623–3).

The trick is to address the reason for the reduction and how the reduction was reached without making the NCOER over kill. The 1SG and CSM will likely provide guidance

A Change of Rater is needed due to the reduction to SPC. The DOR for the NCOER will be the effective date for SPC. You could make a comment in pretty much every block if you wanted to.

MSG (Join to see) and SGM, as I input his DODid in EES the DOR that auto populated was the DOR for his SPC. As it's Rated period my 1SG told me to go until the day before of his SPC DOR

You are correct, "date of rank is for the current rank. If the rated NCO was reduced to specialist or below, enter the effective date of the reduction."

It's in the reg (PAM, actually, page 89), it just makes no sense at all, in my humble opinion.
It's an NCOER that covers a rated period as an NCO, and the last day of the rated period is still as an E5, one would think that DOR would pertain to the rank of the rated period, as it does in every other kind of NCOER in the book.

MSG (Join to see) - agreed. My 1SG told me today that if I don't have 4856s on everything that involved him, getting into a car accident, possibly because he was still under the influence, possession of fake urine and testing positive to a probable cause UA. I got to give him met standard. Even though I was there and witness everything. On my defense I was not his first line supervisor and had no say on all of that. I'm having a field day with this NCOER.
