I was rated by Officers throughout my senior years. I don't know if they didn't understand the process for NCOs or they didn't care. If I wanted to know my duty description and objectives I had to ask or figure it myself. I had to write my own evaluations with little to no input from my Officers. Even counseling sessions were extremely informal and usually at my request.
