How are you all getting through this COVID-19? Well I hope it's going well...

I've been SPC(P) since February of this year and my unit just pinned me CPL to fill in one of 3 E-5 slots according to MTOE (we have 2 E-5s currently). Also we have 2 additional SPC(P)s in my platoon. I've been so eager to go to BLC and pickup E-5. Then I found out about this OML list that affects which soldiers have priority in going to NCOES. I had an opportunity to look at current unit OML and questioned myself how's this being ranked. Out of 3 SPC(P) (before I get pinned CPL), I have the highest promotion points with 404 out of current SPC(P) but also have least years in service. One SPC(P) been in army for 6 years and have only 264 points, the other one been in for about 4 years with 360sh points but picked up promotable status 2 months after 6 years SPC and myself.

One of SFC that I personally know who used to work at BDE schools told me that enrolling in BLC is based on promotion points rather than seniority. Can someone please explain how this OML is being ranked when it comes to going to NCOES? Thank you all!

The OML is run by the school at your installation. Here at JBLM they go off promotion points for your MOS. So, while you may have more promotion points than a combat arms guy, compared to your 74D peers you may not. Those 11Bs will get promoted before you because their points are low and because among 11B a 350 points score is pretty high for an E4. Of course, your post might do it differently. Some posts may still be giving slots to units and allowing the units to determine the OML.

BLC enrollment is managed by the installation the course is at. The OML is based off of promotion points because the higher a Soldiers points are, the more likely they are to make points and hence, be promoted.
With COVID most bases are doing a hybrid DL/resident class and classes aren't as full, at Bragg anyway.

Im in the same boat. Have 478 points and they just pinned me CPL too. It gets tiresome to wait for a slot for BLC, but it will happen eventually.

LTC (Join to see) - Sir, they have not pushed that down to us yet. I know I have heard about that as a possibility, but nothing confirmed. There are a few other 12B's that I know that are in the same boat as I am in the state and they are being told to same things - gotta get BLC done, then E5.

LTC (Join to see) - I also believe the PME waiver was only for E6/E7. I believe the E5 and E8 promotional PME is still in effect and can be done virtually.

SSG (Join to see) - If it can be done virtually, what's the hold up? shouldn't be an issue with seats available since it's online. Just sounds to me like someone in your chain is either lazy or just doesn't want to promote you. I've always bent over backwards to do everything I could to get my troops promoted if they deserved it.
