I have been offnet most of the evening. I took my darling wife out to eat for out shared birthday. I rebooted my computer and reloaded Microsoft outlook from an Office 2007 Professional disk to see if search function there. 2007 Professional was a very stable operating system. Search functioned well there.
I contacted Microsoft Tech support and asked them to correct the search function. A knowledgeable tech assistant asked if the registry had been checked. After about 15 minutes of testing and checking, Lizzie, disabled windows search. That seemed to be the culprit. With windows search disconnected Outlook search functions. A fix for this bug will be included in the next windows/office update.
Ironically, before I was terminated from my consulting position at LMI as the Affordable Care Act was implemented on June 30, 2013. I had a knack for quickly finding bugs in complex mathematical algorithmic programs which were developed for the government and friendly governments. It was always better to find bugs before delivery.

Use DuckDuckGo as your search engine. DuckDuckGo is an alternative to commercial browsers that track your information. As Google itself says, that information may be available to your employer, school, or your Internet service provider. But not with DuckDuckGo! As stated on their website, there’s no way to tie your search queries or search history to you or your IP address. The browser doesn’t retain information about your previous searches, nor anything else about you – your sex, age, region, etc. Therefore, you won’t get that kind of ad. But how do they create ads, then? Well, ads are based only on the thing you’re searching for at the present moment.

Thank you my friend SSG Stephen Rogerson for advocating DuckDuckGo as a search engine.
1. The issue I had was searching within email. An older 2007 professional version functioned well. It turned out it was an issue with a windows update which resulted in that registry entry causing an issue. Disabling it fixed the problem.
2. Decades ago I professionally compared the extant search engines for international and national searches, looking at search logic and how targets could boost their position in through the search logic. That was long before Google was existent let alone dominant.
