Are NCOs the only ones allowed to give counselings?

I am a squad leader and i have a senior specialist as a team leader. My PSG says that he is allowed to read the counselings to the soldiers but my name has to be in the block for the counselor. He says in the regs only NCOs are allowed to give counselings. i have read the reg from front to back and didn't see anything that said that. Am i looking over something?

SSG(P) (Join to see) By regulation, NCOs are not the only ones allowed to give counselings. Had the Specialist been a squad leader, he would be expected to write counselings. Although he is not an NCO, he is in a leadership position. However, this can also be dictated by local policy.

SGT Javier Silva is correct, but think about another action. If you trust that Specialist enough to lead one of your teams, maybe it's time to consider making him/her a CPL.

Humm. I see you're a Sergeant (E-5), so you are a Non-Commissioned Officer by definition. I don't see a problem unless the reg talks about the positions, not ranks, of Soldiers whom can give counselings. It would seem you're in the right job for an NCO who should give counseling to Soldiers when needed.

I know sir, but my team leaders are the ones who give counselings, squad leaders dont usually do monthly counselings for lower enlisted soldiers.
