Not really a how to guide, more like Sr mgmt babble speak...Now my head hurts. Is that something I should discuss or not discuss according to the article?

The author is trying to cover all situations, this factor makes it a difficult read.
I would truncate the steps into manager, employee and HR actions for two examples and stop at that point.
