An enemy combatant is any person or group of people targeting the U.S., it’s citizens or U.S. service members with the purpose to kill or inflict harm (not the exact verbiage but close enough) put yourself in the shoes of the victims at fort hood, if another service member opened fire with the intent to kill and you were there, would you not consider that person implicitly an enemy combatant? I damn sure would.
