I am a Spc and currently a 91H and want to reclass to a 15R or 15series MOS. How do I go about getting information my self besides retention NCO?

There are no other options, your Career Counselor has to process your reclass, and you can only reclass through your Career Counselor.
Information about Voluntary reclass can be found on the In/Out calls. Information for the MOS requirements is in the MOS smartbook and ATRRS course catalog. If you're in your reenlistment window, reenlistment for training information is in the Retention Options policy message.

I wanted to sign up for when I reenlisted but they wouldn't allow to reenlist for more 3 years because of break in service. I wanted to be Avaitation for beginning.

SPC(P) (Join to see) that's means you weren't qualified. 15R requires a 3 year SRR after training. I wanted a different MOS after my break in service, but I accepted the one I took because it was a job with great benefits, steady pay, and 30 days of paid vacation a week plus 4 days every federal holiday. You weren't qualified for that job so it wasn't an option. You aren't qualified for any of the other balanced aviation jobs either, so you're not eligible to request a waiver for your grade.

I have the line score for that for 15R the recruiter told I was qualified for the MOS but couldn't allow me reclass from it because anything in Avaitation is a six year enlistment. At least that is what the MEPS told me when I was reenlisting.

SPC(P) (Join to see) your line scores were qualified but your TIS requirements were not. There are more requirements for MOSs than just line scores.

I meant not get a 15 series MOS, that why I was looking for other options out there that may help me get that specific MOS

You can reference AR 614-200, 3–19.

If you’re going to go 15 series, I’d recommend 15E, T, U, or W. According to the most recent in/out milper, 15R is closed anyway.
