Every Commander and Senior Enlisted Adviser....at ALL levels....are required to have an Open Door Policy per Regulations.

Every commander at every level has an open door policy, per AR 600-20.

Why would you skip Company and Battalion. The general rule is you go to the next level command above the problem. All Commanders and CSMs have an open door. By the way it does not.necessarily mean anonymity, each will ask you if you tried to speak to a lower command. Once you determine the appropriate level, ask yourself if it is a CSM or Commander issue.
You are certainly able to go where you wish, it has always been my experience that taking issues above the right level ends badly.

No level has been skipped CSM, this is a well known problem that has been expressed thoroughly with the whole chain except the BC now.
