CW2 (Join to see) Absolutely! Its a federal award given to both reserve and guard personnel.

Yes, it can be worn on active duty. It is a Federal award. Reference: AR 600-8-22, Military Awards, Chapter 4.

Yes. It falls just under the Good Conduct Medal in order of precedence
