Pretty sure we don't notify Congress, much less the Speaker, whenever SOF does an operaion.
I would say a very small number are briefed. Lots of reasons why that is.

My guess is Nancy is being a sourpuss because she wanted to be in the club, and isn't

The way Schiff and company leak crap I wouldn't inform them either, and depending on where this raid happened, yes Turkey and most likely Russia since they basically own Assad need to know so we don't have someone getting in the way or firing on our guys.

Capt Gregory Prickett - It had to do with who owned the battlespace our aircraft had to traverse. Don't want the Turks or Russians shooting at our guys.
We have a bat-phone with the more capable belligerants to ensure that accidental shooting does not occur.
