How could I guarantee an army MOS 68w contract in writing, before I decide to not reenlist with the navy (see details below)?

Hi sir, thank you for reading this…
I am currently on the last 11 months of my initial navy contract. I've been selected for my next navy orders (starting in the next 6 months), but havent signed my reenlistment yet. But that deadline for decision is coming soon.
My intention is to go blue to green and convert to 68W in the army (which is currently listed as a needed MOS under 7b of the army transfer business rules).
Sign onto the reenlistment orders that the navy selected me for. Those orders I am 90% sure they wont allow me to dd368 into blue to green before those orders end… 5years from now. Meaning the next chance I'd have to go blue to green I would be 38, and prob E6 (kinda late to crossrate at that late in the game). Cool orders, but I want the army orders 5x more.Not reenlist (likely pissing off my battalion career counselor and detailers bc they want me to reenlist with these current navy orders that they will have to now reassign to someone else). Then wait until I am entirely discharged from navy. Then next day, hope I can reenlist with the army and hope that 68W is still available.? Have a current army recruiter get me a contract to sign that GUARANTEES IN WRITING I will go to boot camp and training etc for 68W starting the day after I separate from the navy next year.
What are your thoughts? Thank you for your time and consideration.

You can't negotiate anything with the Army until you are out of the Navy. The Army can't give you anything in writing because you can't give them anything in writing, because you are still contracted to the Navy. This is not a girlfriend who is giving you a promise ring to.
Second, there is no blue to green program anymore as it applies to your situation. That ended years ago. You will EAS and then walk over to the Recruiter as a normal, prior service candidate.
No one gives a damn if you reenlist. You will not "piss off" your career counselor. Someone else will reenlist and your career counselor will make their retention mission, you aren't the first person not to reenlist, and they won't lose their jobs or pay over it. The Navy has an excellent retention rate and meets their goals every year. The personnel system is designed to lose a certain percentage of people through attrition or else no one would ever get promoted. There is a whole system in place for you choosing to accept your assignment and reenlist or not. Your branch detailer isn't sitting in their cubicle wringing their hands that they now have to press a button and place someone else on that assignment. Sorry, but you're simply not that special.
As for 68W, it's the secondargest MOS so there will be class seats as long as you qualify, which you don't because it's open to E4 and not E5. Now, maybe they can get a waiver from the MOS Proponent for one grade. It's not unheard of and 68W is a very large MOS so allowing one E5 in doesn't skew any metrics. So, you have a shot.

Look, until you are completely finish with the Navy, you can play with the Army. The Army will not play with you until you go thru the enlistment process and test for what MOS'd you are qualified. Then you can talk contracts.

Talk to the Army Recruiter, they may be able to get you started. You may even lose a rank switching over then you're an E4 and in the right zone. They'll give you the info you need for if they can work a Conditional Release, and sign you direct to Reserves upon EAS then head to Active after etc...
