Have you ever tossed a charged capacitor to someone, or is that something only techs do in the shop? Getting it small enough to be fired from a typical small arms weapon is another matter entirely.

Non-lethal situations sometimes exist. Peacekeeping, riot control and disaster relief are situations where one needs weapons or ammo that will not kill civilians.

Yes sir I realize that but this seems a little over the top they have other very effective means of crowd control example water cannons ,bean bag Rds,paintballs with irritant laced powder and many more
