I’m currently in the process of putting together my 153A warrant packet and I was wondering if the LOR has to be from a senior warrant?

Yes, it has to be from a CW3-5 as stated on the recruiting webpage.

“All In-Service applicants must have a digitally signed letter of recommendation from an Army Aviator (CW3 to CW5) currently serving (Not Retired). In-Service Applicants may supplement (not replace) the Army Aviator (CW3-CW5) LOR with hand signed LOR's from Retired Army Aviators as desired”

What does the Packet say? Senior WO, CW3 or above? There is no hidden language. What you read is what it says.
