I'd quibble a bit on SALT primarily impacting high earners in blue states. It primarily benefits places with high property cost, which also happens to be blue states. For the most part, that was the middle class that was impacted as ALL property in those areas were high priced and the middle class had to pay those prices too. COVID may change that dynamic where people may no longer need to live in those high priced areas.

The Republican tax program was a mixed bag. Some good, some not so good.

"On the whole, low-income families appear to have received the least savings, while high-income families saved the most. Middle-class families saw mixed results. The biggest winners from Trump’s tax cuts were probably businesses. Between 2017 and 2018, corporations paid 22.4% less income tax. The total value of refunds issued by the IRS to businesses also increased by 33.8% nationally."
