Thanks for reminding u about the Dust Bowl which struck the med-western USA in the mid-1930s SGT John " Mac " McConnell. the cities like Chicago, Illinois and Milwaukee, Wisconsin had resources to deal with many of the effects of the heat such as hospitals and even rivers and lakes fro people to cool off in.
We don't know why God allowed the dust bowl heat and resulting drought to strike the bread basket of the USA during the Great Depression while FDR was building dependence on the Federal government in the minds of many citizens.
While few residents of Oklahoma may have fled the state, the pejorative term Okie was used as moniker for unfortunate refugees from the drought-stricken region.
People tend to abuse the people who are stricken all too often.
Merle Haggard leveraged the disdain for Okies in his great Country song "Okie from Muskogee"

Just like 9/11, we don't know how many died during and after the migration.
