What exactly is going on in "the horn" that requires US military involvement?

There are several Army activities, the principal of which is support and training to East African nations deploying troops to Somalia. There are smaller activities in other locations of a similar nature.
The big deal is that a lot of the latent insurgencies, criminal organizations, and human traffickers are not really contained by borders, and are just fine spreading mayhem all over the place.
The Lord's Army (Joseph Kony), Al Shabaab, and Ansar al Islami to name a few. The human trafficking piece is particularly tragic in scope.

I'm headed that way eventually and I'm coms which means we're gonna be over a variety of equipment over a variety of places from somalia to Kenya. Being a prior afghan vet jus trying to gain some kind of environment situations for my team

Did they give you an assignment location, or just a rundown of what comms they maintain?
If in Djibouti, you may go out to the safe houses for a time, but will primarily stay on Camp Lemonnier and travel as needed to sites. There are a handful of facilities that have full time support, and some of them are pretty rustic. Really cool mission, though. In many cases, you would live in the Embassy contracted housing, servicing or operating equipment used by forward deployed assets.
Get smart on satcoms, both transmit and data systems.
